    Michael B. Cracraft is a partner in the firm who concentrates his Utilities’ practice primarily in the areas of energy, water, telecommunications and administrative law. Mr. Cracraft has tried numerous rate cases for electric, gas, steam, water and sewer companies before the Indiana Utility Regulatory Commission. He has handled many other types of administrative litigation, including state and local tax matters, utility territorial disputes, financing proceedings, acquisitions, gas cost adjustments, fuel cost adjustments, certificates of public convenience and necessity for electric generating facilities and administrative agency rulemakings. He has been responsible for or involved in appeals of utility and other matters to the Indiana Court of Appeals and the Indiana Supreme Court. He also has appeared before the Indiana Department of Environmental Management, the Indiana Department of State Revenue, the Indiana Department of Local Government Finance, the Federal Energy Regulatory Commission, the Indiana Tax Court, and state and federal courts. Mr. Cracraft often represents political subdivisions in connection with the issuance of bonds. As a registered lobbyist, he also represents clients before the Indiana General Assembly (including drafting bills and amendments and testifying before Legislative Committees). Mr. Cracraft was selected for inclusion in the listing of Indiana Super Lawyers® for the years 2004 through 2011. He also was recognized in Best Lawyers in America in the area of Public Utility Law, in Indiana Business Magazine and in Corporate Counsel in the areas of Energy, Public Utility, Environmental and Natural Resources Law.

    Mr. Cracraft is actively involved in a number of professional associations. He is a former chair of the Indiana State Bar Association’s Utility Law Section. Mr. Cracraft is a member of the Indiana Municipal Lawyers Association, the Indianapolis Bar Association, the Indiana State Bar Association and the Litigation Section of the American Bar Association.
